Celtic Sea Power have published a new report as part of its Celtic Sea FLOW Master-planning.
Launched at the Floating Offshore Wind 2025 industry event in Aberdeen, this report outlines the regional master planning process that Celtic Sea Power has undergone for the past few years to identify the critical path for FLOW delivery in the Celtic Sea, and recommends specific new policy interventions to help government and industry maintain momentum.
“This is a seminal piece of work,” said Steve Jermy, CEO of Celtic Sea Power. “Regional master planning for offshore wind has is essential to ensure effective collaboration between government and industry. To ensure this, our master planning process and this latest report have been developed in close collaboration with The Crown Estate, government and industry, to reflect a shared vision and agreed path to success.”
The report focuses on two core priorities identified through the master planning process: developing local port and offshore infrastructure, and expanding opportunities for test and demonstration (T&D) projects. For each, it sets out a series of strategic recommendations to improve the way FLOW is delivered in the region, drawing examples for the UK more broadly.
To support port infrastructure development, for example, the report suggests the National Wealth Fund identifies and prioritises FLOW supply chain infrastructure with dual-use potential across sectors such as defence, and The Crown Estate considers financial mechanisms such as an option fee discount to encourage early investment.
It also identifies the region’s five T&D projects (smaller-scale projects to test new designs and technologies before full commercial deployment) as essential to success, estimating that if granted, they have the potential to generate 432MW of energy before the next electoral cycle.
Crucially, the report presents these recommendations within a structured framework designed to support practical uptake, collaboration and accountability across industry and government, ensuring that master planning drives coordinated action to boost regional growth and employment.
